We are seeking a highly motivated and experienced Finishing Foreman to join our team for a major highways scheme in South Wales. As a key player in ensuring the final stages of the highway project are delivered to the highest quality standards, you will oversee the finishing works, manage on-site teams, and ensure that all tasks are completed on time and to specification. The role will require a strong background in civil engineering projects, particularly in highway construction, and the ability to manage multiple subcontractors and labourers.

 

Key Responsibilities:

 

  • Manage the completion of all final construction stages, including surfacing, kerbing, drainage, barriers, road markings, signage, and landscaping, ensuring quality standards are met.
  • Inspect all finished work to ensure compliance with project specifications, safety regulations, and industry standards. Ensure that quality benchmarks are adhered to for a defect-free delivery.
  • Supervise and coordinate the activities of direct labour, subcontractors, and suppliers to ensure timely and efficient execution of works.
  • Ensure full compliance with health and safety regulations on-site, including conducting regular safety briefings and inspections.
  • Work closely with the Site Manager and Project Manager to ensure all finishing activities are in line with project timelines and budget.
  • Proactively address any issues or challenges that arise during the finishing phase, providing practical solutions to maintain progress.
  • Provide regular updates and reports on the progress of works, labour allocation, and material usage to the Site Manager.
  • Ensure all relevant documentation, including snag lists, defect reports, and quality control checklists, are completed accurately and on time.
  • Engage with the client’s representatives and site inspectors to ensure satisfaction and address any concerns.

 

Skills & Qualifications:

  • Minimum of 5 years of experience in a similar role, with a focus on highways or large civil engineering projects.
  • Relevant qualifications in Civil Engineering, Construction Management, or related fields (NVQ Level 6/7 or equivalent). SSSTS or SMSTS certification is required.
  • Strong understanding of finishing works, including surfacing, kerbs, drainage, and general highway construction activities.
  • Proven ability to manage site teams, subcontractors, and liaise with other project stakeholders.
  • Health & Safety: Comprehensive knowledge of construction site safety regulations, with the ability to enforce them effectively.
  • Meticulous in overseeing the quality of work and ensuring the project meets all design and safety specifications.
  • Strong verbal and written communication skills to liaise with teams, management, and clients.

 

Desirable:

 

  • Knowledge of highways construction standards and requirements (e.g., DMRB).
  • Experience with large-scale infrastructure projects.
  • First Aid at Work certification.

The post holder will be accountable for delivering a section of the Dualling of the A465 Areas 5 & 6. The job holder will take full responsibility for the supervision of labour, plant and sub-contractor within their section of work. They will also ensure the management and quality aspects of the project meet the client’s and company’s performance expectations.

Take responsibility for ensuring the highest possible environment and health and safety standards are adhered to at all times.

Reporting to: Project Manager

Key Responsibilities:

  • Set a personal example and promote best practices in safety, quality and environment.
  • Supervision of sub-contractors
  • Able to read drawings and construct them, work to a program and keep written (and preferably electronic) records.
  • Communicate with all site teams including engineers, QS’s, safety officers and clerk of works to ensure full understanding of information.
  • Monitor and control labour, plant and materials.
  • Ensure daily diaries and allocation sheets are up to date.
  • Implement and promote safe systems of work and overall activities.
  • Contribute to the program through the line manager.
  • Work with engineers on setting out information and details of technical information, contributing to the preparation of method statements.
  • Attend and contribute to weekly meetings with the site team regarding safety, progress, expenditure, costs and program.
  • Ensure toolbox talks, safety alerts and method statement briefings are carried out.
  • Ensure all statutory weekly or daily inspections are carried out e.g. weekly safety and environment tours.
  • Assist development of the workforce and identify training requirements.
  • Ensure a high standard of quality on the works to at least meet the specification requirements.

Specific Safety Responsibilities:

  • To take reasonable care for the safety of themselves and of any other person who may be affected by what they do or fail to do at work.
  • To co-operate with their employers or any other persons in the performance of their statutory duties.
  • Not to misuse or interfere with anything provided in the interests of health, safety or welfare.
  • Have the ability to evaluate safety practices and procedures to recommend methods of improvement.

The Candidate:

  • Previous experience working on large highway schemes.
  • Relevant CSCS & SMSTS cards and First Aid Certificate
  • Experience managing a team of labourers and semi-skilled workers.
  • Ability to influence and persuade others to build working relationships with both internal and external customers at all levels.
  • Flexible approach with an ability to adapt to tight and often changing deadlines.
  • Ability to prioritise and organise own workload and that of others with a collaborative approach to work.
  • Understanding of health & safety legislation with regard to a construction site.
  • Infrastructure/Highways construction background is essential.
